I am a postdoc at NIMS (Tsukuba, Japan). If you want get postdoc position here you have to start application procedure, see details here
The most important are publications. It is as well good, before you start procedure, to found some Senior Researcher from interesting for you field of science. Try to look in structure of institute

I have done similar way few years ago.
